When a client has current housing (i.e. in the Housing History module), they can be booked into the Admissions module without validation. This is problematic because it can lead to messy data, with an ongoing Housing History record that has not ended prior to the shelter stay. The client could therefore appear to be both housed and homeless at the same time, while they reside in both their own housing and in the shelter concurrently.
It is recommended that, when on the Book-In screen, HIFIS checks to see if the selected client(s) have active Housing History records and prompts the user when an active record is found. The user should have the option to add a move-out date and update the Housing History record.
This is also helpful in the context of diversion, as it may indicate to the staff that the client has other housing they may be able to return to. When surveyed, 71% of community respondents said that they would like to see a book-in interrupted if a recent diversion exists. As a result, it is also recommended that, on the same prompt, HIFIS should provide the user with an option to begin a diversion service.
This is sort of addressed in 60.5 ... there's now a Housing History form embedded in the Book-In form.
