Ability to change/reassign client

In some cases, staff have added a service to Client A when it should have been attached to Client B. It would be useful to be able to detatch a service from one client and re-assign it to a different client.

To some extent, merging the client files can address this, in the case of duplicates, but that doesn't solve all problems - what if we really do have two different clients with a similar name and I accidentally open a case file for the wrong John Smith? The current required workaround is to delete the first service and then create a brand new identical service attached to a different client.

In particular, this would be quite useful when there is an anonymous record - like a Turnaway or a Diversion, or even a Goods & Services record attached to the client Anonymous, Anonymous - and the client later consents. In the interest of good data, it would be ideal to be able to associate the anonymous Turnaway from two days ago with this new client file.
