Encampment Comments should be connected to Encampment Enumeration, not Encampment
When a client gains an Express Goods and Services record, there is no corresponding record generated in the Audit Log.
However, adding a Goods and Services does count as activity, so the client’s date of recent activity is updated and if they were inactive, they become active once more.

Unable to add users. Click on the "Save" button, page reloads, but no error message is shown and the user account is not created.
